Stalking is being increasingly recognised as a form of domestic abuse, with the CPS finding that the majority of offences are committed by ex-partners. A random sample of CPS cases across England and Wales demonstrated that this figure was 84%, with three-quarters previously reporting domestic abuse in their relationship.

Only 2,288 charges were brought in 2019/20, yet this is more than double the number five years previously. This increase is partly driven by better recognition among police and prosecutors of stalking as part of a wider pattern of domestic abuse, though there is still much work to do by everyone.
